If you're talking about the story then MGS2 is way better and also super important in the modern age. If you want a balance of gameplay and story MGS3 still blows the first MGS out of the water.

I'd like to see how this list would look if it were a bunch of developers making it instead, I'd expect a Team Ico game on there.
