The reason this dioesn't work with Unova, is because Unova is already considered to be the worst region by the majority of pokemon fans. For the meme to be accurate, you'd have to take a critically acclaimed generation, but ideally also a classic (older) one, such as gen 2.
For a perfect example, you'd have to take a generation without any decent critical talking points, but there are faults to be found with most gens, so that's not really possible. However, Unova is almost certainly the worst gen you could have applied this meme to.
