Do you think this is because PAL builds off the old lore and they couldn't have anything change as to not confuse unfamiliar players?

No, because if anything PLA builds off of Platinum and the future DP remakes will feature Looker and Caitlin who were absent in BDSP.
They don't give a shit about continuity or lore, if they did then BDSP would have had all the Platinum content and megas.

It was because after shudo shoved his self-insert into M2, Game Freak stopped letting anyone outside GF HQ add to their canon. Since GF decided to make Legends and follow on from what tthey started in the DLC, they wanted their creative heads working on that, so couldn't spare anyone to add new shit (but allowed ILCA to cope the Wild Area for the underground, as it was already a thing they could adapt).
Get used to it, if any new whos get sub-contracted for Pokémon, or ILCA do any more, unless there's an artist or two or someone other than the OG director, the game they make won't be vastly different from what came before.

Why would they have added megas? Because some retards here assumed they were remake content and not a gimmick, just because every remake featuring them was done in a version of the Gen VI engine and especially after Game
Freak themselves said they were removing them for Gen VIII (of which BDSP was part of, given it launched two years after Sword and Shield started it)?
