It's because BW's initial E4 challenge is essentially a red herring that gets interrupted, the "true" League is the rematch after you beat Team Plasma.

They had that weird obsession with giving gym leaders 3 pokemon tops and the e4 four pokemon initially until ORAS so idk. Maybe someone said gym leaders/ e4 too hard during plat/ hgss or something. Alternatively, maybe it was a constraint of the regional dex. They might’ve been iffy about you fighting the same pokemon over and over. 156 might seem to rival Kanto and d/p sinnoh’s regional offerings, but both of those had a ton of repeats/ not as many legendaries.

Also that kind of brings up another point. Out of the regional dex, there were likely just some pokemon that they didn’t want other people using. Only N gets zoroark for example. Further shrinking the pool.

My guess is that the regional dex was such that they more or less ran out of making mons for the later gyms like ice and dragon, also with the whole 'first gym is FWG' thing you kind of run out of options quickly, then they decided to not make a difficulty spike for the E4 suddenly having 5 mons from drayden's 3. wouldn't explain why they just kept it that way but idk

I meant to give Scrafty to Marshal instead.
Zweillos is not that weaker than Liepard
Mandibuzz is strong so it would balance Grimsley Team.
Zen Darmanitan is part Psychic and it would help a lot vs Steel-types which could be used to Wall Caitlin.

I don't think BW2 was directed by the same person, but even so, what >>48866070 said. I think everyone would have preferred if Challenge Mode was just the standard difficulty, or at least for certain boss fights.
