Given how fucking fast the thing is thanks to the optimized EVs/IVs, even shit like Froslass which should outspeed doesn't.

That's why I put Icy Wind on it. It either tanks a hit or takes advantage of the SD, gets Icy Wind off to proc the Yache Berry and slow it down, and then kills it with Ice Beam

People have told you how to do it for weeks now. Set up with anything on the Spiritomb, people have been doing it with shitmons like Mothim and Girafarig.
Even if you don't do that Garchomp gets hard walled by Levitate Bronzong.
