Icicle Crash, Freeze-Dry, and Aurora Veil have a wider distribution among Ice types.
Icicle Crash has 80 Base Power (nerfed from 85), but the Accuracy is buffed to 100% (from 90%). The flinch chance may need to be nerfed to 20% as well.
Freeze-Dry has 75 Base Power (buffed from 70).
Honestly go back and rework some of the individual Ice-type Pokemon that got cucked out of good stats, Abilities, and or movepools.
Some kind of bonus in Hail. Probably not anything defensive since Aurora Veil already has that covered. Maybe something like: In Hail, Ice-type Pokemon ignore their target's Defense/Special Defense/Evasion boosts. Or maybe in Hail, Ice-type Pokemon ignore the Ability of the opposing Pokemon.
