Pokemon always has been an every year/every other year release, but the transition to greater hardware that requires more effort in areas GF could previously get by with less time spent in, such as environments, NPC dialogue, and other content that has less polish is now much more obvious, and Pokemon has to keep in line with the Merch, Cards, Anime and Movies while other franchises do not have to as much. Granted GF could decide to give more time to the development of the games, fact is while Pokemon is the biggest grossing franchise ever, the games are only part of that, most of it comes from merchandise sales, so since the games will always sell well, what incentive is there to put more time into them?
