Roselia is the only Pokemon to ever receive both a new evolution and a new pre-evolution in the same generation outside of its debut generation. What's with the special treatment for a relatively normal Pokemon?

I would assume this anon >>48881144 is at least partially correct, Budew strikes me as something that was supposed to be introduced along with Roselia, kinda like Azurill, but was cut for whatever reason.

Budew is gen2 baby tier useless.
You find roselia at fucking level 13 in RS, why would it need a baby, that evolves through happiness at that.

Well, from the prototypes of D/P we have, Budew was quite literally the first Pokemon made after the starters were finished, so there's probably some evidence towards that.
Problem with that logic is that the starters were not the first Sinnoh Pokemon made, in fact there are 15 Pokemon proceeding it. Roserade is #10 in the preceding Pokemon.
(Lucario is #5.)
