The pudgy bodies and thick limbs of mons like Electivire, Magmortar, Rhyperior, etc. are perfect for making plushes. The overabundance of perfect circles and ovals makes them weak designs as well. Many of them also fail conceptually, something like Rhyperior especially is a stretch to imagine as a real creature living in an ecosystem. Rhydon had all the tools it needed to hunt prey or defend itself without a ridiculous-looking construction worker's vest.
I'll grant you that not all of the gen 4 cross-evos weren't terrible, but the overwhelming majority of them absolutely were.
