Game on the left took a year or less to develop, by a single company and a few dozens of devs in a tight schedule demanded by TPC.

Game on the right took 3 to 5 years, was a collaboration between several companies and developed by hundreds of people. And it released when it needed to release without a pressing deadline.

Game on the left is a product demanded by TPC to come out to fill their yearly quota and merchandise, as well as any other game within the 3 year long generations, unable to let them work on a single game for too long.

Game on the right is a product created by devs with care and taking their time with it and getting it ready whenever it is ready, much like Breath of the Wild.

It's not a matter of budget or money. It's a matter of time. And GF doesn't have time. They don't have time to sit and work on Pokemon of the Wild for 4 or 5 years because they HAVE to churn out yearly games, because gens only last 3 years, because TPC needs merch to sell and are on schedule.

Pokemon is not and will never be a franchise that can take a long hiatus between games.
