They're no more human than any other Pokémon in universe and being "humanoid" amounts next to nothing for the most part.
There is of course an explanation and it's not about pandering or any of that inanity. The simple answer is that it's fantasy and fantasy does not follow reality to a T. The first thing Oak tells the player is that people keep Pokémon as pets or use them for battle in Red and Blue when speaking directly to us. The series since gen I combined fantasy designs, designs based on professions and designs based off real animals and threw them together in the same context, that is being the fantastical wildlife. Gardevoir is a fantasy critter just like eevee, or lucario, or whatever. It is not a "intelligent humanoid" that stands above the rest. It's part of the same framework as any other Pokémon. It has nothing to do with fetishes, this is just you trying to rationalize what any sane person can see and as to why these discussions pop up in the first place. Anything regarding it's humaness in comparison to other Pokémon stems from your own bias because Pokémon has never given that impression. Verily it speaks that it wasn't even in the humanlike group until this gen, being amorphous only for the longest time. It's as if the fans are ones trying to make it more human than what the series shows.
