WeavileAnon is one guy, with maybe a handful of copycats. He's only doing it because he thinks it's funny, and he doesn't expect anyone else to laugh. It's both literally and figuratively a shitpost.
A forced meme is at least two people trying to make it into a sensation. Their intent is to turn their creation into something viral, despite knowing that it won't without HARD pushes by them. E and deepfry is a good example of this. This also fails the test of whether or not it's a shitpost, because a shitpost is just something made for the sake of creation.
