Exp Share is good because it encourages using as many monsters as you can, and switching out to have an advantage over the current gym leader.
BW already has a system in place to prevent overleveling, that they took out of latter games: exp scaling. A Pokemon higher level than yours grants an exp bonus, a lower level an exp deficit. Just extend this to your entire team.
Another thing they can do is make wild Pokemon give little to no exp, while making almost all trainer battles unavoidable, outside of special optional ones who are more difficult. This gives them much tighter control over how much exp will be gained by the player, and guarantee that the player has Pokemon at a high enough level to fight gym leaders. If a player needs to gain more exp, use the Trainer Eyes system.
The goal should be to eliminate grinding (during the main story, at least) while not eliminating challenge, encouraging players to go out and catch new Pokemon to overcome the bosses instead of just brute forcing them by overleveling.
Thinking the difficulty problem is caused by the Exp. Share is such a tiny brain perspective. It's a game design problem. What is more fun about walking around the grass for half an hour, switching out your Pokemon at the start of the battle and doing this for each Pokemon you want to use? Kids may not be as retarded aa GF thinks they are, but I can tell you they definitely don't want to just grind Audino every time they want to change up their team, Audino and Lucky Egg are (like most "QOL" features they've added over the years for things like EV training and breeding) not an actual solution, it's just making you have to spend less time using a fundamentally unfun and unintuitive system. If your fix to tedious game design is just to make it faster, then it's not a real fix.
