For one thing, the amount of work required to make the games increases exponentially as technology does. This doesn't mix well with aging developers who have difficulty adapting to new technology and development methods; this is a huge problem with ALL of the Japanese industry.
Despite this, the release schedules are becoming even tighter, meaning everything non-essential has to be cut.
Another problem with the Japanese industry is aging and clueless management, who are the ones convinced that kids are too retarded to understand the games.
Contrary to popular belief, increasing staff does NOT magically fix the problem. Quite the contrary, more staff always equals less attention to detail and fewer niche features, since the developers can't communicate as easily and share a vision.
Pokemon is being killed by corporate interests and mismanagement. Don't chalk any of this up to being "lazy", the developers are completely willing and able to put in the effort to make these games better, but they don't have the time and they don't have the leadership needed to make the best product they can.
This is not exclusive to GF or Japan, either. Look at every AAA game coming out, more and more unfinished, more creatively bankrupt and soulless, more focus tested, and more monetized. It's all a factory, they just throw staff at their projects to make them faster and bigger, but not better. Everything is based solely on what makes the most money the fastest, not what will be the most enjoyable or what will be remembered years from now.
