Special because it has an Eeveelution. Every Eeveelution is a special type pre phys/spec split with the exception being Eevee itself and the Dragon type which doesn't have an Eeveelution (yet)

True. Basically it all boils down to “attackers get the shaft”, so defensive mons are better indirectly because of it.
Ice/dark special attackers now have stab priority moves in their main stat, as do any water types that didnt have access to water shuriken.
