Dragons originally were made to be extremely rare pokemon type that could only be obtained under specific circumstances and/or evolved really late compared to everything else. A good example is hoenn, Where bagon was really rare, Both swablu and Trapinch evolved really late. Relative to the point they are encountered in the game, Another example is seadra which only becomes a dragon via trading a specific item. As such if you were patient enough you were rewarded with an extremely powerful type of pokemon. It didn't matter if the type was "unbalanced" but that the type itself was strong because it was hard to obtain. I myself like gen 5, But it introduced druddigon which was the first easily accessible dragon pokemon. Secondly A dragon pokemon was usually used as an endgame boss. Hence why the type had a lot of resistances and very few could resist it in return. In other words the dragon nerf is symbolic of game freak prioritizing balance over good game design.
