The longer I look, the more obvious that Cynthia would win. Her threats are just more powerful or more durable or have better ways of dealing with things. Milotic with marvel scale activated and mirror coat; togekiss being unanswered; garchomp's superior movepool.
Even looking at their leads, what would Roserade do here? Spiritomb goes down, in comes Garchomp. Cynthia wins. She SDs immediately, and Roserade has to hope for some sort of hax.
I say this is a very favourable matchup for Cynthia. +2 likely. Wally may squeak out a win here and there over 100 battles, but the overwhelming majority should by Cynthia's favour.
