Because he's one of the few pokemon characters whose motivation is something other than "I want to be the best pokemon trainer ever!!!" or "Friendship!!!". Yeah it's pretty on the nose, but Hugh and Silver are more interesting than any other rival, including Blue.

Cheren wasn't the average friendly rival either, he never goes full douche but his dialogue has passive aggressive undertones at times. Hugh is more rude most of the time, but he didn't feels like he's condescending to anyone who isn't Plasma or a Plasma apologist imo. I don't think I've seen anyone actually really like him. He's incredibly one dimensional, even if that single dimension is a little unusual for a Pokemon character. Basically, I think he's very much in the wrong place both mechanically and narratively.
