A Pokemon can be levitating and still have a dynamic battle pose, Eelektross just got done incredibly dirty which sucks since its cool as hell.

It can use them. Doesn't need to. Heck, there are enough pokemon out there that can nullify levitation that that might be the main use. Either way, it has levitation, which is decidedly more useful, so it uses that.

If we're talking about a magnetic effect, it woudn't be an organ straining to produce the required energy. It would just be a constant property, difficult to negate, somewhat like human buoyancy.
