Even in terms of glitches that you actively seek out, gen 1 wins. Red/Blue have the 8F item, which allows you to write small asm programs encoded as numbers of items in the item list, and then use the 8F item to execute your program. If you know what you're doing, this can do anything a Gameshark can, and more. Not only can you clone Pokemon and transfer moves from one to another, you can make a Pokemon of one species with another species' colors, allowing you to create a blue-colored aquatic Pikachu (Super Gameboy or Yellow only). It's possible to create an actual save file infecting virus that spreads silently to anyone you trade with and does whatever you want it to in infected games, including add new content. You can catch any species. Gen 1 is so broken that you can even use it to break other games by putting stuff at specific places in RAM and then cart swapping to the other game and running it while keeping whatever nonsense you set up.
