"National Dex" is a bad term to refer to "all Pokémon in the game". Gen 7 had all Pokémon at the time but no National Dex. And when people say they want the National Dex back they really mean they want all the Pokémon to be usable in the game.

To be fair, a lot of people want all the pokemon AND the national dex.
Kind of sucks when half the pokemon aren't even acknowledged as existing even if they are usable.

If anything good came out of the dexcut, it's the fact that they finally started writing original Pokedex entries for legacy Pokemon again instead of just copy pasting the Diamond and Pearl entries again.
