It can sense intent. Those that got cursed, did so as they deliberately wished to harm the Ninetales; a Trainer forgetfully sitting on its Ninetales' tail would likely get a nip or scratch to remind them to be more aware, but I seriously doubt a Ninetales raised from a Vulpix would turn to the nuclear option for a minor indiscretion.
