They're referring to needing multiple gen 3 games to be able to use each set of tutors in them to maximize potential movesets. Sadly he's too retarded to realize Home compatibility means moves have compatibility with individual games and not the entire generation (See: Hidden Power), so that Dual Wingbeat Staraptor won't be keeping that move if you take it back to BDSP.

Teddiursa and Smoochum were pre-NatDex, though I don't remember Spheal or Vulpix showing up before the NatDex.

Pre and post Nat doesn't really matter, it's just a flag in BDSP to enable encounters and such. There's a lot of non-regional dex mons before post-game, they just have ??? dex numbers until you unlock it. When I say "BDSP lineup" is fully just mean the entire roster, it'll probably be transferable so I predict a lot of them being native to PLA's roster to fill it out (plus it makes logistical sense for all the Sinnohmons to be in what is just Sinnoh under old management)

And? It's still fully confirmed through testing using injected sets, just like it immediately got tested when SWSH came out. And SWSH>BDSP is a brilliant example since Hidden Power exists and functions in one but not the other despite being the same generation.
