why don't romhackers increase shiny chances to 50% of the time, and while they're at it add more variations of color schemes you can encounter, no one wants 1 in a billion chances to get varied colors, are they retarded

Limited cartridge space. Essentially, you'd have to procedurally generate the colors similar to how Spinda's spots are generated if you want to save space and have many of them, but with procedural generation like that, you could get a lot of shitty results if you do not know how to code limitations well for it. It's a lot of things to consider and most people making rom hacks are not coding experts.
