I don't mind grinding as an out, but make the player work for it
Also, this is irrelevant because the level caps are meant to help players with level scaling in my theoretical model, as said in the post you clearly didn't bother to read. It's so you don't end up overleveling something and then have to play catchup with everything else constantly, it's meant to be beneficial to the player
