There's another gym that has three people and freely swap between themselves based on which Pokemon the challenger has. As long as they're not TOO bullshit and provide a decent challenge, whoever hires the gym leaders doesn't seem to have and issue with it.

Why does it even matter? No one has ever explained what the rules are.
Maybe only one of them is a leader and the other is just the partner like anyone else in the gym.
