Redownloaded RPGMaker XP and have been amassing a fuckton of shit for the Pokemon Academy fangame.
Mostly its the looped music, alternate pokeballs, and pre-made packs for later Pokemon.
Probably gonna wind up making my own tile sprites for the academy itself.

Just got RMXP and essentials. I used to use 2003 a lot so hope it's not too hard to get back into it.
I'm thinking of doing a soft cyberpunk/urban setting with a Kaiju subplot, any ideas on how to do this without Dynamax?

Technically speaking Pokemon already has that kind of setup. You might want to have the events take place in a solarpunk city, maybe with touches of Venice for the aesthetic.
Porygon in lieu of a Pokedex or AIs.
With Kaiju you just need a big Legendary stomping around. Easy mode would be the DPP Dragon Trio.

What would you say is the best story Pokemon has told?

From my experience it has to be Sun/Moon. When you analyze it, you realize it's a very small scale story about a girl gaining independence from her overbearing mother. Everything else like the evil team and island challenges was just an accessory to that.

From this I believe the best course for an original Pokemon story would be following the same footsteps. Keep the stakes close and personal, focused on a small core cast. The conflict should be something a normal person can understand and relate to. Getting overly grandiose is why something like Black/White fell on its face and felt so awkward.

How much can I change this while still being considered a Pokemon game? Because the balance is shit

If I did change anything, I would add some quality of life stuff, like easy to pull up menu of the new type chart, and colors indicating if a move would or wouldn't be effective

If you're going to change the type chart, it's either 1 or 2 little changes that make sense or a complete overhaul. What exactly did you have in mind? Because if it's something like Bug super effective against Fairy, I don't think people would mind. Simply from a balance perspective. Also use a proper table diagram, that is a fucking eyesore.

Sound is Resisted by bug, poison and normal.
Ice is Immune to sound.

Ice is super effective against sound.
Ice resists water, rather than water resisting Ice.
Bug resists fairy.

Mostly combining a few types like ghost/dark and ground/rock, changing all immunities to just resists, make sure everything has at least two of effective/ineffective/resists/weak. But making more true triples like grass/fire/water, but also electric/flying/ground, fighting/dark/psychic, fire/ice/ground, which that chart is good at pointing out

Replace 'Normal' with 'Neutral;' Neutral is super-effective against nothing, is resisted by nothing. Nothing is super-effective against it, or immune to it. Essentially, it has no significant interactions with anything else. Also, remove Neutral from all dual-typing (so birds are purely Flying, Girafarig is purely Psychic, etc.)

I have no time or patience for making a rom hack so I thought I'd just throw my idea here and people can tell me if it's based or cringe. Feel free to steal or tell me it's already been done.

Basically it would be Pokemon but set in the future and it would be similar to the real world.
The world is super industrialized with cities and buildings everywhere with hardly any wilderness.
Your first Pokemon wouldn't be given by a professor or whatever. Your mother or father would buy one for you for your birthday (similar to how you buy a pet).
From there on finding wild Pokemon outside of a very select few would be difficult. Most of the map would comprise of cities and depending on where you go you'd find different wild Pokemon. If you're walking around the scummy streets you'd find rattata's, poochyena's and trubbish, if you're climbing skyscrapers you'd find Pidove and other birds, if you're brave enough to head into the sewers you'll find Grimer, Klink and other rarer Pokemon. Most of your encounters with unique and not boring Pokemon would be fighting other trainers.
If you want a "rare" Pokemon like a Torchic or Pikachu you'll have to either save up heaps and heaps of money to buy one at a Pokemon store (similar to a pet store) or you'd have to get very lucky.
There would also be the occasional fakemon which would be hybrid Pokemon. Similar to how people breed different dog breeds you can also find mixed Pokemon (for example you might come across a Snubble/Houndour cross that's Fairy/Dark)
As you journey into more remote areas you can find rarer Pokemon in what little wilderness is left or on top of high mountains.
As for story. I don't know.
Perhaps if you want an environmental story you could have a ruthless political leader that wants to replace the last beautiful national park of the Pokemon region with a city or theme park.
