Alder is the only champion that fits this criteria since he only appears in gen 5 (in the main series) and doesn't use any non gen 5 pokemon in any of his alternate teams
Also the player character in alola/galar could fit the criteria as well. The player characters in gen 6 and below probably wouldn't count when you rematch the 'campion' they still retain their title.
