Why are bird mons Normal Flying and why haven't we had a pure flying until Tornadus, outside of forms?

Same reason Parasect is Bug/Grass and not Bug/Poison: arbitrary game design decision. Also Makuhita isn't just some animal.

Flying used to be a secondary type exclusive since its less of an element and more just a thing these pokemon do. Pidgey is a normal type pokemon who is also able to fly. Tornadus is the exception because he's literally the wind, he's not just an animal who can fly. Rookidee being pure flying just proves that gamefreak itself doesn't understand its own design philosophies
