I mean, what one person considers balanced or not is pretty personal so obviously this fallacy should not be stressed about too much but still there are obviously stupid things that game developer should not be doing.
Tho worth noting that difficulty of rpg games is a tricky question in the first place because of how much variables there is. Even in simplest situations players have at least few different options and depending on which tools and interactions they use, the difficulty will change (look - starter choice in RBY).
The only thing that game devs should have in mind balancing rpg is giving players steadily increasing amounts of new tools and properly scaled challenges to use them. Make player engaged in the game - not discouraged by overpowered opponent and lack of proper tools but also not bored or overwhelmed by number of choices.
