Somebody who cares about the little things, mostly. There's a lot that can be learned about certain games by the choices they make. And when something is changed, sometimes you can feel it. Take for example RSE and ORAS. The map is incredibly open. There's only one major area in the entire game that takes a loading screen to reach. The rest you can travel through without a loading screen in sight. On the other hand, ORAS can hardly have you go a route without a loading screen. If it's a game designer's job to be invisible, they must hate loading screens more than the player ever will. It's not like the ORAS loading screens are long, it's literally seconds, but their presence breaks up the game in ways it wasn't before.
