Why do gym leaders have to fill their team with one type?
Shouldn't they be more difficult to beat if you can't beat them with a single pokemon?

They are meant to excel at their particular type. They are supposed to be talented and elite enough that, an opponent knowing type advantages beforehand is a handicap they can overcome.

The same could be said about how Kanto has Agatha as a ghost E4 with only 1 Ghost type line in the game or how Hoenn has Glacia as an ice type E4 with only two ice type lines in the dex barring legendaries

I still would have hated it, but at least it would have made more sense in context. Instead, they call him a Dragon trainer.
I'm not against the idea of having 'weather' trainers, or terrain trainers, or speed control trainers. It might introduce some cool ideas. Commit to the fucking thing though. Ultimately, his show-piece Duralodon didn't really utilise the weather that much, other than being immune to sandstorms. There would have been better mons for that.

You're right, and those two are equally as puzzling.
Agatha is from gen 1 where they had no idea what they were fucking doing, so that one doesn't surprise me so much.
Glacia shows the opposite approach to Flint, which is just double down on the accurate typing. Resulting in a team of all the same pokemon, which is boring as fuck.
They should have planned ahead and, if they were tied to the idea of having an ice elite, included swinub, Jynx and Delibird in the Hoenn regional.

It's like they design the characters first, and worry about their teams after or something.
There's no excuse for the abject lack of fire types in gen 4 at all, but at least with the other two they could have made them early stage gym leaders instead, so they could have a team of only 2 or 3 pokemon without it being jarring. Then they could have promoted one of the better gym leaders into the elite.
Glacia could have been leader number 2, Brawley could have been in the elite with his Machamp, Hitmon pair, Hariyama and Medicham.

Flint is the greatest Fire type E4 member in the franchise. DP is the only time besides RBY where Gamefreak actually attempted interesting teambuilding. Every other game is trash where you get garbage like ELECTRIC USER USES ELECTRIC POKEMON WHOSE MOVES ARE ATTACK/ATTACK/ATTACK/ATTACK.
