A game with 100 unique animated models would be considered huge and pretty much only Ubisoft and EA build games of that size, let alone almost 1000. Have you ever noticed how most games have maybe a dozen enemies that they usually reuse with different colors or a different model using the same animations? That's because animating is a shit ton of work. And even studios like Ubi will buy premade animations from asset farms for their NPCs instead of custom animating them. Assassin's Creed probably has about two dozen NPC models, but they all use the same animations, whereas every Pokemon needs its own custom animations.
The dex cut is 100% justified, the problem is Pokemon still just hop up and down or thrust slightly forward for half of their moves which is unacceptable in a modern console game.
