I only consider it "post-game" content if it gives you significantly sized new areas to explore, about a quarter to a third the size of a full region.
The only games with "post-games" are:

>firered/leafgreen
>diamond/pearl/platinum
>black/white/black2/white2
And these gen's remakes if any-though remakes should have even more new areas like FRLG.
Honorable mention to Sword/shield, if the isle and tundra were free and available at launch and built into the game, they'd count
