I actually prefer base gen 3 (ruby/sapphire). It has less Pokémon and postgame but IMO the story is wayyyy better. In emerald there's too much shit going on and I prefer when Rayquaza is just this insane sky dragon you find at the top of this ruined mysterious tower that is HARD AS FUCK to get to the top of instead of how it is in emerald where the story just takes you to him.

I ultimately think emerald is the better game but I agree base ruby and sapphire and way more replayable. Emerald feels bloated as fuck cause they utterly dilute the region with trainers and you need to take on both evil teams.

You know the writers really tried to smooth over the bloated story of fighting both teams. With how each boss thinks you work for the other team, and seem self aware of how many times you stumble across them. But the story still can't feel as organic or inspired as the original.

Emerald is my favorite game to replay. There's not a single moment that I don't enjoy. Game moves along at a nice pace, with clean FPS and movement speed even. Fighting Magma and Aqua across the Region was fun. . I love how the game gives you the option of fighting Fug after Juan at Lv. 70, provided you get past the bike puzzle. Gen 3 Battle Frontier is still the most fun post-game to me.
