Cyrus was pretty strong though, could consider him on-par to 8th Gym Leader level maybe, and he did technically succeed in getting Dialga/Palkia- he just lost to the power of plot.
>Team Plasmaseveral notable trainers, namely N with Reshiram/Zekrom and Ghetsis just being outright strong—and both trainers are champion level. iirc they did create Genesect and they couldn’t control it, but they did successfully capture and utilize Kyreum’s powers and froze an entire town; also confirmed them to have technological prowess.
>Team FlareLysandre has mega evolution which makes him strong, and not only did he capture the Deer/Yveltal, but he’s mega rich and famous, so he effectively has media control as well.
