Why do they exist? Is there any strategy that can make them useful, or at least use them in some niche?

You could always run double screens so when you switch into them they aren’t quite so frail, other than that I don’t know

they are good for a hard mode replacement, also most of the designs are god tier

Maybe because they are a good challenge for 9-10 yo kids who aren't autistic enough to check stats and just want to defeat a cool looking Pokemon. And most of these slow frail mons always have the best abilities.
