Haxorus is pure Dragon because Game Freak wanted to create a three stage pure Dragon line, which didn’t happen before and only was repeated with Goodra.
You have plenty of Dragon/Steel mons now, with Dialga, Duraludon, and eventually Hisuian Sliggoo and Hisuian Goodra.

Probably for balance reasons. I can imagine gamefreak at least during gen 5 being a little worried about a Dragon/Steel type with DD and 140+ Atk
