Rose got done so dirty. He had so much potential, and yet the plot was just nonsense. As a character, he has a neat design, and a cool demeanor. He starts off quite likeable. Yet, his motivations come out of nowhere, there’s no explanation for the supposed driving force of his actions, there’s no explanation for his sense of urgency (in fact, the only dialogue referencing this energy crisis, which isn’t shown in game and doesn’t seem to be explained in any capacity explicitly states that it is 1,000 years away), and there’s no foreshadowing outside of one line from Bede regarding Oleana asking him tocollect wishing stars. There’s no explanation for why awakening this pokemon which comes completely out of left field will solve these totally not-urgent problems that are so far away that the moment Rose learns how to awaken Eternatus he needs to do it then and there rather than take time to make proper preparations. I could go on. With proper background and foreshadowing and stitching of the plot holes, Rose could have been an Ozymandias-tier villain. GameFreak is so lazy.

They do actually foreshadow his motivations and explain why he acts the way he does and is in such a hurry. I don't blame you for not noticing though because it's fucking atrociously handled and easily mistaken for throwaway dialogue, but it's still there if you bother to read it.

To make this shitshow even worse, this was their shot at a "corrupt Pokemon League are the villains" story and they fucking blew it. We could have had a Vince McMahon villain and a WWE style Pokemon League where everything is kayfabe until this prodigy child shows up and puts a spanner in the work.
