In regards to color scheme, ORAS Roxanne's grey dress is not only more fitting with her rock type specialty, it's also a much more pleasing neutral color that better highlights her pink accents as opposed to the clashing pink and blue of RSE Roxanne.
In terms of the outfit itself, it's far more detailed, with a blocky pattern at the edge of the skirt line further reinforcing her rock theme, almost resembling bricks. The frilly lace pattern underneath the skirt is a nice detailed addition, and her sleeves being shortened is fitting for someone who gets her hands dirty on a regular basis. She also now sports a vest styling on her dress in combination with her undershirt as opposed to RSE Roxanne who simply has a very plain blue dress with a white collar and pink ascot. This leaves RSE Roxanne with a much more forgettable design, her ensemble is very plain while at the same time being incongruent with the colors. Even if you changed the pink highlights to match the blue dress or the dress itself to match the highlights, you still run into the problem of only having her schoolgirl theming which the new outfit does just as well, if not better. Her shoes being far more distinguishable plays a role in this, in RSE it almost looks like she's wearing anklets which don't really fit into the rock theme or the schoolgirl theme.
Ultimately, it's several pedantic, yet important details that bring the design together to be much more cohesive and appealing. It's not something ORAS always succeeds in, but with Roxanne, it's a standout example of a success.
Personally, I'd fuck them both senseless, but sex appeal has little to nothing to do with it, if anything the case could be argued that you just want to fuck RSE Roxanne because she has a shorter, sluttier skirt for easy access, but I'm not going to make baseless assumptions. All this to say, ORAS Roxanne a best, get shit on nerd.
