As a character, she’s just OK. She occasionally helps your progress by giving you items or explaining how to get through the Distortion World, and explains some of the lore in Sinnoh and the Sinjoh Ruins. Other media like the anime and Generations also makes her more directly active against Galactic. But there were others like Leon or Lance who I felt were more active or just better written within the actual games.
In summary, I like her, but also think she’s a bit overrated.

Bitch. Anywho being "hot" doesn't really mean much since Pokemon characters don't normally look "unattractive" unless they're shit like Greevil. The real answer is that she's Steven but with tits, which turned out to be a decent niche. Think about it this way;

Blue is memorable because he kept pissing you off the entire game and then shows up at the end for you to unequivocally btfo.
Lance isn't quite as big as Red but he blows up that one grunt which is memorable.
Steven builds a relationship with you as you keep bumping into him and helping each other out, only for you to finally meet him in Evergrande to fight as equals. Also he's a pretty boy in a tux I guess.
Cynthia is the SAME THING but she's also a lore source for folks autistic about that. Also there were higher percentages of retard kids playing back then still so the funny shark became a meme.
And Leon has meme factor as well as the game beating you over the head that he's actually famous unlike pretty much every other champ who somehow keeps that shit under wraps somehow.

Meanwhile Wallace is cool but remembered as Steven's butt buddy and also got less play outside of Emerald, you don't meet Alder if you don't rematch the league since N smashed his head in, Iris is cucked by being the mid-generational game's champ and also people remembering her as a bitch in the anime, and Diantha is comparatively boring and cucked by being in XY. And uh, Kukui and Hau are interesting for other reasons than holding the rock chair down until you arrived.

Basically everyone whose popular is so because they manage to have an an arbitrarily interesting interaction. Case in point; Aaron's a BUG e4 member which is rad but no one gives a shit because he doesn't do anything or look interesting enough like funny smug Guzma or muh dragon mommy Drasna.
