I like the distinction between TMs and TRs in Gen 8. I've never played and don't really care to check so I'm not sure what the distribution is like. But I think that weaker utility moves like Protect, maybe lower power coverage moves should be on the reusable TMs but powerful moves, Sword's dance, EQ, Hyper beam, maybe curse etc should be single use TRs and sparingly sprinkled through the base game, purchasable in the post game.
Means that you can happily pass around utility to your rotating team members, but have to make a decision to give a powerful move to a pokemon, knowing you can't give it to the entire team.
