personally, i clapped in the alternate universe where gamefreak phased out hms in gen 3 and made tms reusable by that gen too.

HMs being moves your Pokémon needs to learn is bad game design. They should not be in-battle moves at all. Instead, every Pokémon that is compatible with using an HM outside of battle can do so once you acquire the appropriate license. That way, beating gym leaders isn’t the only way to progress in the next HM-locked section.

thats what gym badges are? or are you suggesting there should be a "test" as well as gym challenges?
in bpsp you don't ever have to teach a pokemon an hm move and can straight up trash the tms. it's an app now

the thing about gym badges is that they’re locked to the gym leaders. I’m saying if you drop the old badge system and adopt a new license system: you can give them the ability to use HM moves outside of battle at different points in the game; not just after beating a gym leader. It’s a more flexible system and makes sense.
