I don't play competetively, but WHY doesnt he get Rock Head? I think it's a fitting ability for his signature move Head Smash. That and Double edge and Take Down. Would it really make him THAT over the top powerful, or would it just make him useless due to better available movesets paired with his other abilities?

I unironically think they just did it because Head Smash hits really fucking hard and it's STAB backed by its monster cock Attack stat. They wanted it to have to deal with the recoil as a shitty way to balance it out.

It would make him good, but not too powerful.
He's kinda slow and has really mediocre defenses, hitting hard is what he's suppossed to do.
Easily one of my favorite fossil pokemon regardless though.

except IIRC Omastar and Kabutops are good in Gen 5

Only because of Fisheous Rend which is blatantly OP. Watch as Shit Freak nerfs Strong Jaw instead of it in gen 9. I guarantee it (bonus points if Tyrantrum still doesn't have any STAB biting moves because Game Freak is nothing but a bunch of cucks).

Rampardos is already "balanced" (I put in quotations, because a Pokemon as shit as Ramp probably shouldn't be considered balanced), by virtue of having piss-poor stats outside of Attack. Rock Head wouldn't make Rampardos OP. Not in Gen 4, nor today

Game Freak' concept of balancing is driven by marketing purposes to make shillmons OP while Pokemon such as Auorus get fucked out of a decent STAB and have a shit typing while they turn around churn out shit like Zacian being OP as possible.

There is no balancing, only marketing. Compare a Pokemon like Garchomp to another Pokemon like Tyrantrum not even being able to make STAB use out of Strong Jaw (because bullshit) and you'll get an idea of the cuckoldry that is impacted with kidney stones known as Game Freak.
