I think Gen 5 is the best gen because of it's story focus. Well that and the regional pokemon fuckin rock.

City, singular. Lumiose is the only place larger than the usual few houses with a pokemon center and is still mostly pointless or inaccesible buildings.

BW2 is the only game to do so.

Kalos has plenty of great and expansive cities although I'll admit Unova is still a step above it.
If you honestly believe Lumiose is pointless and mostly inaccessible then you need to play the game.
