Remember, that's the region that gives you Charmander for free before you've gotten to evolve the actual starter. No Fire type could compete with CHARIZARD and its TWO Megas (especially not the dragon X one that's meticulously crafted to be the single most pandering power-up form in videogame history). Especially not Typhlosion, who main feature (the flames) isn't even visual 99% percent of the time for...reasons. (ffs why aren't its flames on if battle, there was an entire arc in the anime for Cyndaquil learning to have its flame on in battle).
Regardless, there's no way Typhlosion would be designed the way it was if it was from Kalos.
Stat-wise, Game Freak seems to value starters more so it would most definite have a better stat spread and a far better movepool. Design wise, it would have to be different because the design philosophy for starters has completely shifted. Plus "zoomers" (hate the term) would shit on it for being "boring".
