i think it's based on a spirit that can freeze if ya ain't careful, idk check bulbapedia. supposed to mean you need to watch out for the cold in the mountains.

No pokemon in the first 2 gens was meant to be ice-type. It was added late in development, and could be removed without hurting anything.

It started out as a pure Dark type, but then they added an Ice type to it late in development to make up for cutting the Dark/Ice Wearwolf line. Them only having about 100 slots to work with meant that they had to mix and match aspects of several completely different Pokemon to salvage as many concepts as possible. This also lead to Umbreon going from Poison to Dark after a Dark type cat line was cut and Pineco going from a Grass type pinecone to a Bug type bagworm after what would later become Burmy and Mothim were cut.

As a general rule, if you can't figure out what a pokemon is based off, why they're a give type, or why the pokedex says what it does about them, the answer is "they're based on some kinda Yokai"
