Did ILCA plan something more for Ramanas Park than just the usual legendary hunting?

I ask because there is in-game dialogue front an NPC saying that "Ramanas Park is where top-notch trainers from different regions gather".

Did ILCA plan for Ramanas Park to be like a hub for trainers from different regions that we can interact with or maybe even battle?

Or, alternatively, was this just supposed to be some world-building dialogue with no further in-game consequences?

Am I reading too much into that dialogue? What do you guys believe?
