In GBA mode, there is a link port setting that makes it basically identical to GBC link protocol, and if you used a GBC link cable it could possibly communicate with a GBC. However, even in this mode the GBA is still outputting and expecting 3.3 volts while the GBC is using 5 volts. The GBA has a GBC mode that uses 5 volts in the same circuitry, and the designers must have known that some kid would connect it to a GBC in GBA mode to see what would happen, so feeding it 5 volts is probably safe. The bigger issue I think is whether 3.3 volts would be detected properly as a "high" on old systems that expect 5 volts -- this would need to be tested and work on GBA, GB Player, GBC, GB Pocket, GB Light, DMG, Super GB, and Super GB 2.
