shell smash should be exclusive to crustle, it's supposed to break the shell. that said he should get thick fat as a hidden ability.

This. The move was made for Crustle since its explicitly based on the one animal that regularly looses its shell. But Game Freak had to shill Kanto so they gave it to Cloyster which opened the flood gates. Even then it was mostly given to Pokemon with rocky/friable shells but then then Blastiose got it .

Also because it’s a tortoise. The shell isn’t something he can just take off like a hermit crab can. It’s literally a part of its body. If you somehow take the shell off a turtle/tortoise, it fucking dies.
